Construction of new housing in Ukraine increased by 45% in the first half of 2025

In the first half of 2025, Ukraine is experiencing a significant increase in the pace of new housing construction. The total area of residential buildings for which construction permits have been issued reached 2.965 million square meters. This is 45% more compared to the same period in 2024. A particularly noticeable increase is observed in the sector of apartment buildings, where the area of new housing has increased by 45.8% to 2.86 million square meters. The number of apartments declared for construction has risen by 51.5% to 33,000 units.

Leaders among Ukraine’s regions

Kyiv region holds the lead in new housing volumes: 904,900 square meters have been declared here, corresponding to 15,500 apartments. This is 130% more than in the first six months of last year. Lviv region also shows steady growth — up 65% to 540,700 square meters (6,900 apartments). In Ivano-Frankivsk region, the area of new housing increased by 8% to 234,600 square meters (3,800 apartments).

Dynamics in different regions

At the same time, in Vinnytsia region, the volumes of new residential construction decreased by 38.7% and now stand at 130,900 square meters (2,900 apartments). In Kyiv, the volume of new housing nearly doubled over six months — an increase of almost 100% to 367,200 square meters (4,200 apartments).

These figures do not include data from temporarily occupied territories and areas where combat operations are ongoing.
