Cabinet Excludes Seven Industrial Parks from Register Due to Inactivity

The Cabinet of Ministers of Ukraine has decided to exclude seven industrial parks that have not been active from the official register of industrial parks in the country. This was reported by the Ministry of Economy, Environment, and Agriculture of Ukraine.

Reasons for Exclusion from the Register

The main reason for this step was the prolonged absence of industrial producers in these sites. For more than three years, the specified parks have been unable to attract investors due to a lack of capital investment in site preparation, construction of production facilities, and the installation of engineering networks, which made it impossible to launch economic activities and negatively affected investment attractiveness.

“The main reason is that for over three years these sites have been unable to attract industrial producers,” the statement reads. — “Due to a lack of capital investment in site preparation, construction of workshops, and installation of networks, the parks have not gained the necessary investment attractiveness, making it impossible to launch real economic activities.”

Future of Excluded Parks and List

Exclusion from the register does not mean the liquidation of the industrial park — it can continue its operations but loses the right to state support. As noted by Deputy Minister of Economy, Environment, and Agriculture Vitaliy Kindraty, the absence of production activity signals the ineffectiveness of the chosen development strategy for the sites. However, the exclusion should serve as an incentive to review approaches, and within six months, the initiator of the park’s creation can reapply after correcting the strategy, particularly regarding infrastructure.

Among the excluded industrial parks are:

  • “Zolotonosha” (Zolotonosha, Cherkasy region, included on May 18, 2017);
  • “Kamianka-Buzka” (Kamianka-Buzka, Lviv region, included on May 31, 2017);
  • “Novorozdil Industrial Park” (Novyi Rozdil, Lviv region, included on June 15, 2017);
  • “Novovolynsk” (Novovolynsk, Volyn region, included on June 30, 2017);
  • “Kyivshchyna” (Novyi Petrivtsi, Vyshhorod district, Kyiv region, included on October 25, 2017);
  • “Maramuresh” (Bila Tserkva, Tyachiv district, Zakarpattia region, included on June 3, 2022);
  • “Volodymyr” (Volodymyr, Volyn region, included on October 11, 2022).

As of now, the register contains 111 industrial parks, of which only 27 new facilities were added in 2025. According to the Ministry of Economy, 37 factories have already been built or are under construction in the park territories, indicating the practical effectiveness of this mechanism for supporting industry.

At the end of December 2025, new facilities were added to the register of industrial parks — “Fursy” in Kyiv region and “City of Actions” in Lviv region.
