Conscripts who violate military registration rules and do not pay fines imposed by the territorial recruitment center may face the blocking of their bank accounts. However, even in the case of an arrest, part of the funds remains available for use.

Procedure for Arresting a Debtor’s Bank Accounts

If a person does not respond to a fine or a search announcement, additional sanctions may be applied against them. One of these is the arrest of bank accounts. Such a decision can only be made by the state enforcement service.

Legal experts explain that the arrest procedure occurs through an automated system of enforcement proceedings. After opening an enforcement proceeding and entering information about the debtor into the relevant register, the system automatically identifies the bank accounts of that person and imposes an arrest on them.

“The state enforcement service has an automated system for enforcement proceedings (ASEP). Therefore, after opening an enforcement proceeding and entering information about the person into the debtor register, this system automatically finds their accounts in banks, and then an arrest is imposed on them,” the legal portal material emphasizes.

What Amount Remains Available in Accounts

Despite the arrest of accounts, citizens who are subject to sanctions have the right to partially use their funds. Legislation stipulates that during martial law, debtors may carry out expenditure operations from their current account within an amount not exceeding double the minimum wage established on January 1 of the current year, within one calendar month.

This provision allows for the minimum needs of citizens to be met, even if they have not fulfilled their military registration obligations and have not paid the corresponding fines.
