According to the Ministry of Development, the total cost of damages inflicted by the war on Ukraine’s housing sector is approximately $56.5 billion. For a successful recovery of this sector, the country will need around $83.7 billion over the next ten years. This information was shared during a meeting with international partners as part of the Recovery Operational Group.

Several initiatives aimed at rebuilding housing are already being implemented in Ukraine. Among them is a state compensation program for the restoration of damaged housing and compensation for the purchase of new housing to replace that which was destroyed under the
“eRecovery”
program. There are also plans for the capital restoration of apartment buildings, the development of social housing, and preferential lending programs for internally displaced persons.
Initiatives from the Energy Efficiency Fund
The Energy Efficiency Fund, established in collaboration with the European Union in 2018, aims to reduce the carbon footprint through cooperation with homeowners’ associations. Since 2022, it has redirected its activities to support Ukraine’s resilience, during which the
“RestoreHome”
program was launched. Over three years, this program has managed to restore approximately 1,000 homes for 100,000 families, particularly in regions such as Mykolaiv, Zaporizhia, Kharkiv, and Kyiv.
