Ukraine, together with the USA and European Union countries, has developed a comprehensive multi-level action plan in case of a potential violation of the ceasefire agreements by Russia.

Rapid Response Mechanism for Ceasefire Violations
According to sources, this plan has been discussed multiple times among Ukrainian, European, and American officials in December and January. The document stipulates that in the event of a ceasefire violation by Russia, the international community’s response will be immediate—initial measures must be taken within 24 hours.
In the initial phase, diplomatic warnings will be employed. If violations do not cease, the Ukrainian army will receive a mandate for actions aimed at restoring the ceasefire.
Coalition of the Willing and International Intervention
If hostilities continue, the plan will move to the next phase: a so-called “coalition of the willing” will join the response, uniting several EU countries, as well as the United Kingdom, Norway, Iceland, and Turkey.
“If hostilities continue after this, the proposal will move to the second stage of intervention using the forces of the ‘coalition of the willing,’ which includes many EU members, as well as the United Kingdom, Norway, Iceland, and Turkey,” the article states.
In the event of further escalation, a coordinated response from Western-supported forces is planned within 72 hours after a recorded violation—specifically involving American military units. This approach is intended to ensure effective and rapid responses to any attempts to disrupt the ceasefire.
