Ukraine Plans to Apply for OECD Membership in 2026

The Prime Minister of Ukraine, Denys Shmyhal, announced the country’s intention to apply for membership in the Organisation for Economic Co-operation and Development (OECD) at the beginning of 2026. OECD Secretary-General Mathias Cormann emphasized that Ukraine has established itself as a resilient economy capable of reform and the implementation of international practices for development.

Improving the Investment Climate

Mathias Cormann highlighted the importance of enhancing public finances and investment attractiveness, as well as the effective use of state finances. He noted that achieving these goals requires active efforts to improve the workforce.

Reforms and Human Resources Policy

Cormann also stressed the importance of ensuring the return of internally displaced persons and refugees to the common labor market, considering the existing labor shortage. Retraining programs could be one of the mechanisms to address this issue. Among other necessary steps, he pointed out the reduction of state-owned enterprises, which would help strengthen competition.

The OECD also sees the need for reforms in the areas of education, fiscal policy, pension reform, reducing bureaucracy, and combating shadow sectors of the economy. The organization has already begun preparing its vision for the reforms that will be needed in Ukraine after peace is restored, particularly economic reforms to improve the business environment and investment climate.
