Ukraine Implements Digital Control of the Tobacco Market Through the eTobacco System

Ukraine is transitioning to modern digital control over the circulation of tobacco products by implementing the latest information and communication system, eTobacco. This was discussed at a meeting of the Interagency Working Group, where the introduction of digital approaches to reporting on the ingredients of tobacco and herbal smoking products, as well as emissions control, was addressed.

Features of the eTobacco System

The meeting presented a demo version of the eTobacco platform, which integrates all key stages of tobacco product circulation in a digital format. The system allows manufacturers to submit electronic reports on product composition and levels of harmful emissions, provides centralized storage and analysis of information, creates open data sets, and has the capability to integrate with state registries and other services. This ensures transparency at all stages — from production to reporting.

Openness and Euro-Integration Progress

The creation of the eTobacco system is not only a response to internal challenges but also a fulfillment of Ukraine’s Euro-integration commitments. The transition to digital control will enable more effective tracking of tobacco product composition, contributing to increased consumer safety. Special attention is given to data openness — the new approach involves not only collection but also the automatic publication of a significant portion of information through government portals, which is expected to strengthen trust in state institutions.

The system is currently in the final stages of development: ahead lies testing in experimental launch conditions, further functional improvements, and subsequent scaling. An important component will be the integration of eTobacco with other state information systems, which will help avoid data duplication and significantly simplify the reporting process for businesses.

The launch of the eTobacco platform will be a significant step towards market accountability and enhanced state control. Ukraine is forming a new model of interaction, where digital tools guarantee transparency, efficiency, and public trust in regulatory processes.
