Ukraine has completed the agreement on key aspects necessary for the launch of arms exports. A decision has been made at the state level that will open new opportunities for Ukrainian manufacturers in global markets.

Implementation of new cooperation formats
President Volodymyr Zelensky announced that all details regarding the export of Ukrainian weapons have been agreed upon among state institutions. Ukrainian security expertise and weapons that have been tested in modern warfare are attracting significant attention from partners interested in strengthening the protection of their statehood and citizens.
“The export of Ukrainian weapons will be real. We have agreed on all details at the level of our state institutions. Currently, our security expertise and weapons, which have been verified by modern warfare, are of interest to all partners who are capable of ensuring a real level of protection for national statehood and the lives of people,” Zelensky noted.
According to the President, Ukraine has proposed a new format of cooperation for partners who support our state — Drone Deals. These are special agreements for the production and supply of drones, missiles, shells, other demanded weapons, military equipment, software, integration with partners’ defense systems, as well as the exchange of expertise and technologies.
Simplification of procedures and export control
Volodymyr Zelensky has approved the directions of intergovernmental work and outlined the mechanism for implementing automatic permits for businesses engaged in arms exports. According to him, the procedure is clear: the framework of cooperation is defined by an intergovernmental agreement based on reciprocity, and then the process moves to the level of institutions and manufacturers. At the same time, bureaucratic procedures will be maximally simplified, while export control will remain at a sufficient level.
Ukrainian companies are gaining access to the markets of partner countries, but with adherence to a priority: the primary provision of weapons for the needs of the Armed Forces of Ukraine. Only surplus volumes of weapons produced beyond the state order will be sent for export.
Zelensky emphasized that thanks to state investments in the defense industry and cooperation with partners, the surplus production capacity for certain types of weapons reaches 50%.
The President instructed the Ministry of Foreign Affairs, together with intelligence and the Security Service of Ukraine, to identify a list of countries to which the export of Ukrainian weapons will be prohibited due to their cooperation with the aggressor state. He stressed the need to prevent Ukrainian technologies and samples of weapons from falling into the hands of the Russians. The export processes will be coordinated by the National Security and Defense Council, which will also guarantee the priority provision of Ukrainian defense forces.
Zelensky instructed government structures and the National Security and Defense Council to provide the public with detailed information regarding the mechanisms of arms export to ensure transparency in the process.
According to representatives of the President’s Office, the issue of arms export in every civilized country is controlled at the state level, and Ukraine strictly adheres to this approach in wartime.
