In Ukraine, the list of defense-related goods exempt from customs duties has been expanded, and the tax benefits for energy equipment have been extended.

Entry into Force of New Customs Benefit Laws
According to new legislative changes that will take effect on December 26, 2025, opportunities for importing defense and energy-related products have been broadened. The laws of Ukraine No. 4709-IX and No. 4710-IX, adopted by the Verkhovna Rada on December 4, aim to enhance the country’s defense capabilities and address energy supply issues caused by the military aggression of the Russian Federation.
“The laws of Ukraine No. 4709-IX and No. 4710-IX, adopted by the Verkhovna Rada on December 4, will enter into force on December 26, 2025, with the aim of promoting the enhancement of defense capabilities and addressing the energy supply problems caused by the military aggression of the Russian Federation,” the statement reads.
Main Provisions of the New Import Benefits
- The list of goods that can be imported into Ukraine without VAT for law enforcement agencies, the Ministry of Defense, the Armed Forces of Ukraine, and other military formations has been expanded to include combat simulation systems.
- The list of production processes for goods exempt from customs duties has been broadened. In particular, the benefits now extend to developers and manufacturers of unmanned aerial vehicles, mechanized demining machines, and active countermeasures against technical reconnaissance. Such goods can now be imported with benefits not only for production or repair but also for the modernization of defense products.
- Regulations have been established regarding the change of intended use for imported goods that have been deemed unfit or destroyed due to accidents, both separately and as part of finished products.
- Tax benefits for various categories of goods have been extended:
- Benefits for unmanned aerial vehicles, sights, thermal imagers, anti-drone rifles, and other equipment imported by enterprises and citizens will remain in effect until 2027.
- Benefits for hydraulic turbines, wind energy generators, and other equipment used in the renewable energy sector will continue until 2029.
These changes are expected to significantly enhance the efficiency of supplying the defense forces and the energy sector of Ukraine with modern technologies and equipment.
