The Verkhovna Rada to Consider the Bill on Cryptocurrency Regulation in August 2025

Next week, the Verkhovna Rada of Ukraine plans to hold the first reading of an important bill concerning the regulation of the cryptocurrency sector. According to preliminary information, the meeting is scheduled for August 19, 2025, and the consideration of the issue is fourth on the agenda.

Key Provisions of the Cryptocurrency Bill

The document is designed to create a legal framework for cryptocurrency activities in Ukraine. The bill provides a clear classification of digital assets, defines the powers of regulatory authorities, and implements a mechanism for taxing capital gains derived from cryptocurrency transactions.

The head of the Committee on Finance, Taxation, and Customs Policy, Danilo Hetmantsev, has repeatedly emphasized the importance of this legislative act for the Ukrainian digital asset market. Support for the initiative has also been expressed by Member of Parliament Yaroslav Zheleznyak, who noted that the consideration of the document will take place on August 19.

Preparation and Discussion Process of the Bill

As early as the end of April 2025, Hetmantsev’s Committee approved the bill; however, further progress of the initiative was halted due to the position of the President’s Office. It was only at the beginning of August that it became known that the issue had been reintroduced to the parliament’s agenda. According to official information, the consideration will take place during a meeting of the Committee on Digital Transformation, which will start at 10:00 AM Kyiv time.

It is expected that after the first reading, the bill will undergo a stage of in-depth revision before final approval. At the same time, experts believe that the adoption of this law will be an important step toward the legalization and development of the cryptocurrency market in Ukraine.
