The Cabinet of Ministers of Ukraine has made changes to the procedure for conducting electronic auctions for the sale of electricity under bilateral contracts. The innovations relate, in particular, to expanding the pool of participants and clarifying the conditions for participation in such auctions.

Distributed generation producers have gained new opportunities
Now, electricity producers operating in distributed generation facilities can voluntarily sell electricity under bilateral contracts through electronic auctions. This increases the level of transparency and competition in the market and stimulates the further development of decentralized energy generation. Such changes are particularly relevant in light of the constant attacks by Russia on the country’s energy infrastructure.

Security deposit for auction participants
As of April 21, 2026, the auction committee of the Ukrainian Energy Exchange has introduced a security deposit for the execution of bilateral contracts for the sale of electricity. The maximum amount of the security deposit does not exceed 20%, which is intended to further enhance the responsibility of participants and ensure the fulfillment of obligations under the agreements.
