The State Tax Service Exceeded the Budget Plan by 101.9% in the First Five Months of 2026

The State Tax Service of Ukraine reported successful execution of the budget plan for January-May 2026. According to calculations, the revenue part of the state budget was executed at 101.9%, indicating the resilience of the financial system even amidst the ongoing war.

May Results: Additional Revenues and Record Plan Execution

In May 2026, the STS recorded an over-execution of budget indicators. The plan was executed at 103.7%, which provided additional revenues amounting to 5.3 billion UAH. Overall, in this month, 148.8 billion UAH was received into the general fund of the budget, allowing the state to achieve significant financial growth.

Main Sources of Income and Problematic Tax Items

The largest contribution to the budget was made by key taxes: corporate income tax and personal income tax (PIT). Over the five months, the corporate income tax provided 68.6 billion UAH (over-execution by 12.6 billion UAH), while PIT contributed 36.7 billion UAH (2.1 billion UAH more than planned). This underscores that business and official employment remain the main support of the budget system.

At the same time, the STS acknowledges that not all tax items are executed uniformly. A noticeable lag was recorded in value-added tax (VAT) and excise revenues. The reasons for this were both the shelling of energy infrastructure and a decrease in production activity, along with the restructuring of logistics chains within the country.

From January to May 2026, revenues to the general fund of the state budget amounted to 584.7 billion UAH. The over-execution of the annual plan reached 11.2 billion UAH, which once again confirms stable growth despite the challenging economic situation.

Overall, despite some problematic areas, the state budget of Ukraine maintains a positive revenue dynamic, demonstrating stable over-execution of planned indicators compared to the previous year. For comparison, in March 2026, 169.4 billion UAH in taxes and fees under the control of the STS was received into the general fund of the budget, which is 5.8% (or 9.3 billion UAH) more than in the same period last year.
