The National Security and Defense Council approved resilience plans for all regions and cities except Kyiv

The National Security and Defense Council of Ukraine has adopted resilience plans for all regions and regional centers, except for Kyiv. This was announced by the President of Ukraine, Volodymyr Zelensky, who emphasized that the capital has been given additional time to prepare the necessary documents.

Kyiv will receive additional time for preparation

According to Zelensky, the reason for the delay for Kyiv is the need to prepare substantial documents to ensure the city’s resilience in case of emergencies next winter. The President stressed that every community and every city must be prepared for various scenarios and provide support to the population.

“The National Security and Defense Council has approved resilience plans for all Ukrainian regions and regional cities, except for Kyiv. Today, Kyiv was not ready – just as it was not ready for this winter. We need to prepare and complete every task before the next winter. Every city, every Ukrainian community must be ready for any scenario next winter and to provide real support to the people,” he wrote on Telegram.

Winter challenges and security situation

At the meeting of the National Security and Defense Council, reports were heard from representatives of all regions and the largest cities of Ukraine regarding measures to enhance resilience. The Mayor of Kyiv, Vitali Klitschko, has not yet commented on the situation regarding the capital’s preparations.

This winter has proven particularly challenging for Ukraine’s energy sector: due to severe frosts and intensified attacks from Russian forces, the system has faced significant trials. The Air Forces of the Armed Forces of Ukraine reported that during the winter, they managed to repel 14 massive combined attacks from the Russian Federation.
