The Ministry of Education and Science of Ukraine has provided recommendations to regions regarding the independent choice of learning formats in schools due to adverse weather conditions and the energy crisis.

Regions Have Gained Autonomy in Choosing the Learning Model
In light of the sharp drop in temperatures and disruptions in energy supply, the Ministry of Education and Science has urged local authorities to independently decide which format of the educational process will be most appropriate in their areas. From now on, the choice between in-person and remote learning will be made at the level of local administrations, allowing for consideration of the specifics of each region.
The Educational Process Must Be Safe and Flexible
The Ministry emphasized the need to adapt the educational process to the challenging conditions caused by emergency power outage schedules and weather anomalies. It is recommended to involve emergency specialists in assessing risks related to student safety.
“We emphasize that in a state of war, the educational process must prioritize the safety of children, as well as accessibility, flexibility, and continuity of learning,” the ministry noted.
Thus, from now on, it will be local authorities that determine how to organize learning in the face of cold weather and energy difficulties, taking into account the current risks to students as much as possible.
