The Russian government is preparing a new wave of tax pressure on businesses. Following the recent increase in VAT, tax reform for small businesses, and the introduction of an additional “technological fee” on imported goods, a substantial rise in state duties for entrepreneurs is planned.

Significant changes for the aviation and alcohol industries
According to the draft amendments prepared by the Ministry of Finance of the Russian Federation, starting from 2026, the cost of state services for businesses will sharply increase. In particular, the state duty for the registration of aircraft of all types will increase tenfold. The cost of obtaining a document confirming compliance with federal aviation regulations in civil aviation will rise to 6,500 rubles, while businesses will have to pay 50,000 rubles for the state registration of civil aircraft.
The production and circulation of alcohol will also be subject to new financial burdens. The duty for obtaining a license for the production, storage, and supply of ethyl alcohol will increase from 9.5 million to 13 million rubles. Additionally, new duties are being introduced, including for obtaining an FSB license (100,000 rubles), for making changes to the license registry (from 10,000 to 30,000 rubles), and for extending the validity of licenses (100,000 rubles).
New fees and increased financial burden
Other payments related to obtaining licenses for various activities and making changes to registries are also anticipated. The Russian authorities view these measures as a way to replenish the budget, intensifying fiscal pressure on entrepreneurs.

Such significant increases in duties and the implementation of new fees are expected to impact the costs of companies in various sectors of the Russian economy, intensifying financial pressure on businesses starting in 2026.
