A new practical guide for local government bodies has been presented in Ukraine, aimed at enhancing the efficiency of managing municipal property and land plots through electronic auctions.

The development of this document is another step in the evolution of the “Prozorro.Sales” system, supported by the Ministry of Economy. The main goal of the guide is to provide the public with clear algorithms and recommendations for conducting electronic auctions.

- clear step-by-step algorithms for organizing and conducting auctions;
- explanations regarding the processes of leasing and selling municipal property;
- recommendations for preparing land lots for auction;
- advice for attracting investors to participate in auctions.
Challenges Addressed by the New Tool
The developers of the guide have taken into account the main problems faced by communities in the process of managing property and land. Among the key challenges are:
- the lack of a universal source of clear instructions for local authorities;
- the complexity of legal regulations in the field of property and land relations;
- concerns about legal consequences when canceling small privatization;
- limited resources for the quality preparation of assets for sale;
- low levels of competition in certain auctions.
In the “Prozorro.Sales” system, it is emphasized that electronic auctions remain the foundation of transparent management of municipal resources. “Prozorro.Sales” is used in Ukraine for the sale of state and municipal property through open online auctions. Its development is seen as one of the tools for increasing the efficiency of local budgets and reducing corruption risks in asset management.
Additionally, the Cabinet of Ministers of Ukraine has recently updated the mechanism for insuring businesses against war risks within the “Made in Ukraine” policy, expanding coverage to include production equipment and simplifying the application process.
