Over 5 Million Addresses Verified in Ukraine’s Unified State Register of Addresses

Ukraine is actively populating the Unified State Register of Addresses (USRA), which is a key step towards creating a unified and reliable address database for the country. As of February 2026, over 5 million addresses and more than 327 thousand streets have already been verified.

Current Status of Address and Street Verification

As of now, verification has covered 98% of streets and 52% of addresses in populated areas of Ukraine. The first stage, which involved street verification, started on July 24, 2024, and included almost all communities, except for those located in combat zones or temporarily occupied territories.

Currently, 1302 communities are working in the Register:

  • 1191 communities have fully completed street verification;
  • 30 largest cities have also completed this work at 100%.

The process has been fully completed by the communities of Vinnytsia, Volyn, Zakarpattia, Kyiv, Kirovohrad, Lviv, Mykolaiv, and Kherson regions. Since the beginning of 2025, the second stage — address verification — has been ongoing, with 1242 communities already participating. The highest results are demonstrated by the Kherson, Mykolaiv, Lviv, and Kyiv regions.

Leaders Among Cities and Regions

Among large cities, the best performance is shown by:

  • Lviv — 98.7%
  • Kherson — 97.1%
  • Mykolaiv — 95%
  • Rivne — 95.1%
  • Krivyi Rih — 94.8%
  • Chernivtsi — 91.2%
  • Bila Tserkva — 90.1%
  • Sumy — 82.7%

As of January 2026, 223 territorial communities have already completed the verification of all addresses. Meanwhile, in the Khmelnytskyi and Chernivtsi regions, some communities have not yet completed full street verification, and the level of address verification in these regions does not exceed 90% of communities. Lower percentages of overall address verification are also observed in Odesa and Khmelnytskyi regions, as well as in the city of Kyiv.

The USRA is a tool that makes state and municipal services more accessible, simpler, and faster for citizens and communities.

“For people, this means: simplified property registration, fewer refusals due to address discrepancies in documents and registers, minimized need for obtaining certificates to confirm addresses, protection against real estate fraud, and faster access to social services.”

For communities, this means fair property taxes, more accurate infrastructure planning, prompt recording of damaged objects, and recovery after destruction. In addition, the USRA serves as the foundation for reconstruction programs, including the eRecovery project, as it provides transparent and reliable data on each address. This ensures that every house in Ukraine will have one correct address that is consistently reflected in all state systems.
