How Ukrainians Will Pay for Heating from October 2025: Tariffs and Rules

With the beginning of October, the heating season traditionally starts in Ukraine, which is particularly relevant for many citizens in the context of tariff policy. Central heating is provided when the average daily temperature drops to +8°C, which usually occurs in mid-October. At the same time, social infrastructure facilities — kindergartens, schools, and medical institutions — receive heat even earlier.

Heating Tariffs in 2025

In the context of war, the issue of utility costs has gained particular significance. Throughout the entire period of martial law and for an additional six months after its conclusion, a moratorium on tariff increases is in effect in Ukraine, which applies to both heating and gas supply. This means that an increase in heating costs is not anticipated in 2025. Additional expenses are planned to be covered through cooperation with European partners.

The fact that gas tariffs remain stable has also been confirmed by Naftogaz. According to their information, the price of gas for the population will not change at least until April 30, 2026, and will amount to 7.96 hryvnias per cubic meter.

Heating Costs in Regions and Features of Electric Heating

It should be noted that the heating tariff is determined separately for each region of Ukraine. The Ministry of Finance has published detailed indicators for all regions. In particular, for residents of the capital, the tariff of 1,654 hryvnias per gigacalorie of thermal energy will remain in effect until the end of the war.

Consumers of electric heating can also expect preferential conditions. As stated in the Telegram channel of Prime Minister Denys Shmyhal, if a household uses no more than 2,000 kWh per month for heating, the tariff will be 2.64 hryvnias per kilowatt-hour. If consumption exceeds this limit, each subsequent kilowatt-hour will cost 4.32 hryvnias.
