How to Register a Public Organization Online Through the Diia Portal

The process of creating a public organization (PO) has become significantly easier thanks to the implementation of a new electronic service on the “Diia” portal. Now, you can register a PO entirely online using the model charter approved by the government. The entire process is automated and does not require the involvement of a state registrar or a personal visit to the justice authorities.

New Opportunities for Online Registration of POs

This innovative service allows future founders of the organization to bypass the need to hire lawyers for preparing the charter or other founding documents. The necessary documents — application, charter, minutes of the founding meeting, and ownership structure — are automatically generated with the help of system prompts. Preparing and filling out the application usually takes no more than 30 minutes. The number of steps a user must go through varies from 8 to 13, depending on whether the basic version of the charter is chosen or its parameters are customized individually. After applying an electronic digital signature, the record of the organization appears in the Unified State Register literally within minutes.

Among the important advantages is the integration of the service with the State Tax Service. During the registration of a PO, you can simultaneously submit an application to be included in the Register of Non-Profit Institutions and obtain the corresponding status, usually within 1–2 days.

Who Can Use the Electronic Registration of POs

The service can be used by citizens of Ukraine if there are at least two founders, all co-founders have a tax number (RNOCPP) and a unique registration number (UNZR). If there are foreigners or individuals without the specified documents among the founders, registration must be done offline through the territorial bodies of the Ministry of Justice.

The registration algorithm looks like this:

  • Authorization on the “Diia” portal;
  • Filling out the electronic form and signing the application by the initiator;
  • Automatic formation of the document package;
  • Verification and signing of the application by all co-founders — a link for signing is sent to the email and the user’s cabinet in “Diia”.

The Ministry of Justice has announced that soon existing POs will have the option to switch to the model charter online. The review of such an application will take up to three working days, as a state registrar will be involved.

Previously, digital licensing of gambling was also implemented through the “Diia” portal.
