eRecovery: IDPs to Receive Compensation and Housing in Bila Tserkva

Ukrainians with internally displaced person (IDP) status will be able to receive compensation from the state under the eRecovery program. The government has also approved a new approach to assessing destroyed housing and is starting the construction of social housing in Bila Tserkva for residents of Mariupol.

Remote Assessment of Housing in Combat Areas

At a government meeting on July 7, a decision was made to allow remote assessments of housing in regions where physical access is impossible due to combat actions or occupation. The new mechanism enables the documentation of property destruction using satellite images, photos and videos from drones, as well as materials that owners can provide themselves. Mandatory data includes geolocation, date, object identification, and several angles of the destroyed structures. If there is sufficient evidence, a report is drafted, and the data is entered into the Register of Damaged Property. This allows victims to obtain a housing certificate under the eRecovery program.

“This is important for communities where shelling is ongoing and physical assessments are impossible. We have received such requests from communities in Sumy, Kharkiv, and others,” noted Kuleba.

The responsible ministries have already been tasked with launching this service as quickly as possible. The government has also allowed resubmission of compensation applications if repairs were not completed within the established timeframe due to military service or a difficult security situation. To do this, one must apply through the Diia app or at the CNAP, after which a commission determines the amount of compensation. The information is recorded in the corresponding Register.

A clear requirement has been established: in the case of misuse of compensation, the funds must be returned in full.

Construction of Housing for IDPs from Mariupol

The government is launching a project to build municipal social housing in Bila Tserkva for families who were forced to leave temporarily occupied Mariupol. A residential quarter with 1,218 apartments is planned, which will provide housing for over 3,000 people. Two formats of housing will be available – social rent and subsidized mortgages. The distribution of housing will be transparent, with priority given to IDPs, military personnel, families of the deceased, large families, and people with disabilities. The area will have everything necessary for comfortable living – accessible environments, children’s spaces, services, kindergartens, and safe public areas. A land plot of 11 hectares has already been allocated, and a usage agreement has been signed, with construction scheduled to begin this year.

In 2025, the government allocated a record 15 billion UAH to support IDP families whose housing has been destroyed. Thanks to the eRecovery program, over 115,000 families have already received assistance: 97,000 have received payments for the restoration of damaged housing, and nearly 20,000 have received compensation for the purchase of new homes. Additionally, Ukrainians can take advantage of the affordable mortgage program eOselya, which has already been utilized by nearly 18,000 families, more than half of whom are military personnel, security sector workers, and veterans.
