A Draft Law on the Principles of Green Recovery Presented in Ukraine

The Ministry of Environmental Protection and Natural Resources of Ukraine has presented a draft law that defines clear criteria for the so-called “better recovery” of the state. The initiative was prepared with the support of the United Nations Development Programme and is a key step in implementing the principles of sustainable development during the country’s recovery.

A New Approach to Recovery: Clear Criteria and European Standards

Environmental Protection Minister Svitlana Hrynchuk emphasized that until now there have been no defined standards for “better recovery,” which has been discussed at annual recovery conferences since 2022. She highlighted that Ukraine has been advocating for the need to implement modern technologies in the recovery process for four years, but there has still been a lack of specific criteria to determine what exactly constitutes “better.”

“For four years, we have been saying that recovery should be better, using new technologies, but there have been no clear criteria for what falls under the concept of ‘better,’ and there still aren’t any,” she noted.

Implementation of Green Taxonomy and Unification of Terms

The prepared draft law not only unifies terms to avoid discrepancies among various institutions within the state but also provides for the implementation of European green taxonomy in Ukraine. According to the minister, this will allow for the establishment of clear criteria for selecting projects and investments that must meet defined requirements for implementation in Ukraine. This approach is intended to ensure balanced and sustainable development that aligns with the country’s course toward European integration.
