Austria Invests in the Restoration of Ukraine’s Energy and Transport Infrastructure

On March 5, the 16th meeting of the Ukrainian-Austrian Joint Commission on Trade and Economic Cooperation took place. The meeting resulted in agreements to attract Austrian investments and businesses for the restoration of Ukraine’s energy and transport infrastructure.

Austrian Investments in Joint Projects

Ukraine’s Ambassador to Austria, Vasyl Khyminets, who co-chairs this commission, reported on the desire of both parties to enhance cooperation. Financial instruments and export credit mechanisms are planned to be used for the implementation of joint restoration projects. Specifically, concrete agreements have already been established with leading Austrian companies in the fields of infrastructure, transport, energy, and security.

“We have formalized our intentions for further active cooperation in attracting Austrian financial institutions and export credit instruments for joint restoration projects. We have also identified specific agreements with leading Austrian companies in the fields of infrastructure and transport, in the energy sector, and in security,” Khyminets noted.

Joint Infrastructure and Energy Initiatives

The Austrian side expressed interest in cooperation regarding the repair and maintenance of Ukrainian roads, modernization of railway infrastructure, including the supply of modern locomotives and passenger cars. The implementation of Austrian technologies in the construction and upgrading of hydropower plants on the Dnieper River, as well as the development of large renewable energy projects, was also discussed.

Additionally, the signing of a political declaration regarding the implementation of a framework agreement on economic cooperation, concluded between the governments of Ukraine and Austria in 2022, was highlighted. This document will facilitate the further implementation of joint projects and the development of partnership relations.

Austria remains one of Ukraine’s key economic partners, ranking among the top ten largest investors in the domestic economy. As of June 2025, trade turnover between the two countries exceeded 1 billion US dollars.

Furthermore, according to Vasyl Khyminets, both sides see significant potential for expanding cooperation. The Ukrainian side has received clear signals of support from representatives of the Austrian business community and Austria’s Minister of Energy and Tourism, Wolfgang Hattmannsdorfer. Ukraine is open to practical cooperation and is interested in modernizing economic relations with producers.
