Zelensky Criticizes Kyiv’s Winter Preparation and Points Out Regional Delays

President of Ukraine Volodymyr Zelensky held a video conference meeting with representatives from all regions, the Prime Minister, and government officials regarding preparations for the upcoming heating season. Participants discussed the status of the planned measures aimed at ensuring stable heating supply and energy security during the winter period.

Resilience Plans and Implementation Oversight

So-called resilience plans have already been approved for all regions of Ukraine. These documents outline key facilities that require priority restoration, additional protection, as well as specific tasks for cities and communities to ensure guaranteed heating and energy supply in winter. The deadline for implementing these plans is set for September 1 of this year.

“Accordingly, there is a strict schedule for signing contracts and carrying out work that must be implemented by all regional and local authorities. Unfortunately, as of today, not all regions are working as they should to protect people,” Zelensky stated.

Regional Issues and Defense Directives

During the meeting, special attention was paid to the situation in regions that are lagging behind the approved preparation schedule, particularly in Donetsk, Chernihiv, Poltava, Kirovohrad, Zaporizhzhia, Kherson, Lviv regions, and Kyiv. The President emphasized that there is a lack of proper understanding in the capital regarding the necessity of ensuring backup sources of electricity and heating supply for each district. In Lviv region, issues concerning several energy facilities remain relevant, and the authorities must clearly define those responsible for fulfilling state tasks on time.

Zelensky also reported that he instructed the Commander of the Air Force, the Minister of Defense, as well as representatives of the authorities in Kherson, Zaporizhzhia, Chernihiv, and Kharkiv to address the issue of additional provision of interception means and crew training. The President stressed that Ukrainian military personnel must be equipped with sufficient and quality means to respond to all types of “Shaheds.”

The President emphasized that the government is ready to assist those regions that need it and submit justified requests. Specific tasks within the preparation framework are being implemented by the Recovery Agency.

Currently, the authorities in Kyiv and Lviv region have not commented on the President’s statements.

Earlier, on April 2, Zelensky reported that recovery works are ongoing at 245 facilities across the country, despite limited funding. In particular, for winter preparation and prompt recovery, it is planned to use 5 billion euros from a 90 billion euro package, which is currently under approval in the European Union for Kyiv.
