Recently, there has been information circulating in the media and social networks about possible changes to the rules for purchasing real estate starting January 1, 2026. However, the Ministry of Justice has officially denied these rumors and provided detailed clarifications regarding the current requirements.

Position of the Ministry of Justice on Financial Monitoring

The Ministry of Justice reminded that for over ten years, notaries have served as subjects of primary financial monitoring during real estate transactions. They ensure compliance with legislative requirements aimed at preventing money laundering, financing of terrorism, and the proliferation of weapons of mass destruction.

The agency emphasized that notaries are required to verify the sources of funds when concluding real estate purchase agreements for amounts starting from 400,000 hryvnias. To do this, they may request documents that confirm the legality of the received funds. Such documents may include:

  • declaration of property status and income;
  • inheritance documents;
  • gift agreements;
  • loan or credit agreements;
  • certificate of income from the sale of other property.

What Changes Can Real Estate Buyers Expect

The Ministry of Justice stressed that the legislation in the field of financial monitoring, which regulates the activities of notaries during real estate transactions, has not undergone any changes. The requirement to verify the source of funds remains in effect and is not dependent on the date of the transaction.
