In Kyiv, the supply of heat to residential buildings is delayed due to favorable weather conditions. According to the Deputy Head of the Kyiv City State Administration, Petro Panteleyev, the city authorities are constantly monitoring weather changes, and a warming trend to +16 degrees is expected in the coming days.

Why the start of the heating season is postponed
Technically, Kyiv is already ready to begin the heating season; however, according to the official, the decision to supply heat to the buildings will be made considering the economical use of gas. This is particularly important due to damage to the gas infrastructure and production caused by the aggression of the Russian Federation.
“In principle, we could already start the heating season; technically, we are ready for this. But considering the weather – it is really not very cold yet, and given that gas needs to be used very judiciously right now, as the enemy is essentially destroying the gas infrastructure and production, we must be mindful. Currently, there is no decision on the start of the heating season; we are waiting for the weather conditions to be such that it will be reasonable to begin the heating season,” said Panteleyev.
Panteleyev clarified that social institutions in the capital, such as kindergartens and hospitals, are already provided with heating. However, the residential sector remains without heating for now, and this situation is likely to continue until the end of October.
The supply of heat depends on the temperature
According to the official, the decision to start heating in residential buildings is made not only based on the average daily temperature (around +8 degrees) but also taking into account the weather forecast. It will be cool for a few days, but then a warming trend to +16 degrees is expected, which allows for a delay in starting the heating season for a while longer. At the same time, according to Panteleyev, gas will be more important during periods of severe frost, which are forecasted for January-February.
This year, the heating season for social institutions in the capital began on October 3. Meanwhile, there has been information in society about possible changes in government regulations regarding the timing of the heating season. Media reports indicated that the start and end of the season could be postponed to the period from November 1 to March 31 instead of the traditional October 15 – April 15.
At the same time, the Ministry of Energy denied such information, emphasizing that the date for the supply of heat to the homes of Ukrainians will remain dependent on air temperature. The ministry explained that the mentioned date of November 1, 2025, pertains only to special obligations in the natural gas market and does not affect the actual launch of heating in homes.
