Ukrzaliznytsia Agrees on New Scrap Metal Sales Terms with Key Consumers

The state company “Ukrzaliznytsia,” together with representatives of metallurgical plants and scrap collection companies, reached fundamental agreements on updated scrap metal sales terms during a meeting in Kyiv on January 23, 2026. These steps are expected to improve the auction results of the railway operator and meet the demand of the metallurgical industry.

Updated Approaches to Scrap Metal Sales

During the meeting, the head of “Ukrzaliznytsia,” Oleksandr Pertzovskyi, reported that the company has accumulated significant stocks of scrap metal ready for sale. In particular, in 2025, the company managed to sell 79.6 thousand tons of scrap, but only actually shipped 30.3 thousand tons. Currently, 91.7 thousand tons of resources are stored in the railway’s warehouses, which can be put up for sale.

Representatives of leading metallurgical companies, including “Interpipe” and “Metinvest,” expressed their readiness to develop mutually beneficial cooperation terms. They emphasized the need to ensure stable and transparent scrap metal supplies, which will optimize the operation of the entire industry.

Lot Division and New Auction Terms

The meeting participants agreed on the optimal structure of lots based on supply conditions. It is planned that about 80% of the scrap metal volumes from “Ukrzaliznytsia” will be sold on FCA terms (delivery of wagon batches to the buyer’s site), while the remaining 20% will be sold on EXW terms (pickup from railway stations, including by road transport).

“Lots need to be divided into volumes that will be sold on FCA terms and on EXW terms, and specific unloading deadlines for the scrap must be defined in contracts and adhered to,” said the chairman of the board of “Interpipe Dniprovtormet,” Valentyn Makarenko.

His position was supported by the general director of “Metinvest-Resource,” Ivan Kovalevskyi, who emphasized the importance of adhering to clear deadlines and transparency in supply conditions.

The property policy department of “Ukrzaliznytsia” promised to consider the new proposals from market participants when preparing draft contracts for future auctions.

Additionally, Oleksandr Pertzovskyi mentioned that the company has thousands of decommissioned wagons on its balance sheet that need to be cut into scrap metal, but there are no facilities for this operation. Therefore, the railway plans to deliver wagons to the buyer’s freight stations in batches of 24 units, with subsequent self-removal by the buyers. Moreover, metallurgists insist on the accuracy of weight measurements during unloading, considering only the metal component of the wagon without foreign impurities.

According to Pertzovskyi, the first auctions for the sale of wagons are expected to take place no later than February 14. At the same time, the start of 2026 in this segment has already been successful — during the January auctions, metallurgical plants purchased over 77% of the offered scrap metal, marking a record sales figure.
