Today, an agreement between Ukraine and the United States was ratified, confirming that Ukraine’s resources remain under its ownership. This was reported by Member of Parliament from the “Servant of the People” party, Fedir Venislavskyi, during a broadcast on Radio Liberty.

Venislavskyi noted:
“Ukraine does not share its subsoil resources – it only shares profits and rent payments… Ukraine does not give away any subsoil resources; it remains the sovereign owner and user of these resources. Only rent payments will fill this fund and will be reinvested in our industry.”
Strengthening Control Over Natural Resources
According to the deputy, the agreement also provides for a significant strengthening of control over the use of natural resources. In the near future, audits of all special permits issued in previous years are planned.
Venislavskyi explained that there is currently a problem in Ukraine with “dormant” permits for subsoil use that oligarchs obtained over the past 10-15 years but have not utilized.
Economic Partnership with the USA
It is worth noting that on April 30, Ukraine and the USA signed an agreement on economic partnership, which includes the establishment of a Reconstruction Investment Fund. Ukraine’s Minister of Economy, Yulia Svyrydenko, stated that the document guarantees the preservation of full ownership and control over resources by Ukraine, and also establishes that the fund is created on a 50/50 basis. Furthermore, the agreement does not impose any debt obligations on Ukraine to the USA and does not hinder Ukraine’s accession to the European Union. The resource fund will be replenished exclusively from new licenses.
