Ukraine and France have signed a Letter of Intent regarding the establishment of joint production of weapons on the territory of both countries. The document was signed in Kyiv by Ukraine’s Minister of Defense Mykhailo Fedorov and France’s Minister of Armed Forces and Veterans Affairs Catherine Vautrin.

Expansion of Cooperation in the Defense Industry
The agreement outlines the implementation of large-scale joint projects in the defense industry. During the negotiations, the parties identified key areas of cooperation and discussed funding opportunities, including through credit resources from the European Union and the SAFE program.
The French side informed about preparations to transfer additional Mirage fighters to Ukraine. They also discussed ways to expedite the supply of aviation equipment and expand the aviation capabilities of the Armed Forces of Ukraine.
Supply of Weapons and Innovative Projects
During the meeting, the parties paid special attention to the development of air defense. Ukraine expressed interest in further acquiring SAMP/T, Mistral, and Crotale systems along with their ammunition. Work is ongoing to enhance the SAMP/T systems for more effective counteraction to ballistic threats and to accelerate the production of Aster missiles.
Additionally, the partnership includes the supply of AASM Hammer guided bombs and the expansion of capabilities in the field of long-range strike systems, including SCALP missiles.
“A particular focus of the negotiations is the development of joint projects between the governments and defense companies of Ukraine and France. This involves testing joint security solutions and developing innovative electronic warfare systems.”
Discussions also addressed the acceleration of arms supplies and the development of cooperation in areas that will enhance Ukraine’s defense capabilities, particularly in aviation and air defense.
