Since 2021, the construction of “turnkey” housing in Ukraine has increased by 181%, while prices for new builds in 2025 have risen by an average of 8.5%, reaching 2.3 million UAH for a one-bedroom apartment. The highest price increases were recorded in Odesa (+15%), Rivne (+8%), and Zhytomyr (+7%). These new trends in the housing market were reported by analysts from OLX Real Estate.

According to the analysis, the demand for “turnkey” construction and renovation has become one of the most sought-after services in the Ukrainian market. The number of listings in this segment has increased by 181%, while the number of responses has risen by 54%. This indicates a significant revival of interest among Ukrainians in comprehensive construction solutions that include design, material procurement, all stages of work, and the delivery of the project in a finished state.
“In the wake of the full-scale invasion by the Russian Federation in 2022, the market experienced a decline in interest – the number of responses decreased by 39%. However, in 2023, we observed a substantial increase in demand of 10%.”
In 2025, the primary real estate market is also showing positive dynamics. The average cost of a one-bedroom apartment in new builds has increased by 8.5%, reaching 2.3 million UAH; the secondary market has shown a growth of 4.4%, with the average price at 1.8 million UAH; private houses have become 16.6% more expensive, with the cost of single-story homes at 2.6 million UAH.
These changes are driven not only by increased demand but also by rising prices for construction materials and services, as well as active government support. Olena Bondaruk, a market expert, notes that the stability of demand is explained by government programs such as eOselya, eVidnovlennya, and compensation for military personnel.
Price Analysis of New Builds by Region
According to the relevant portal, the highest price increases for new builds were recorded in:
- Odesa: +15% – one of the most active locations for investors, average price: 45,800 UAH/m²;
- Rivne: +8% – rapid growth amid limited supply. Average price: 39,400 UAH/m²;
- Zhytomyr, Chernihiv: +7% – stable recovery of demand;
- Ivano-Frankivsk: +6% – a region with high demand in the secondary market, but new builds are also rising.
In contrast, price decreases are observed in Lviv (-4%) and Kharkiv (-4%), likely due to migration and military-related risks. The expert predicts that new builds have high potential, with expectations of price increases of 20-25% in 2025. Developers are taking into account risks and rising costs, which is why primary housing is becoming more expensive at a faster rate.
