According to the results from January to November 2025, the export of IT services accounted for 42% of all service exports from Ukraine, representing 12% of the country’s total export volume. Monthly revenue from IT service exports in 2025 reached approximately $543 million. However, compared to 2021, this figure decreased by 3%, and compared to the record year of 2022, it fell by nearly 10%.

Export Dynamics and the Role of the IT Industry
Overall, in 2025, the volume of service exports decreased by 9% to $14.33 billion. The total export of goods and services also showed a decline, shrinking by 5% to $49.21 billion. At the same time, the IT sector maintains a significant share in the structure of export revenues, remaining one of the drivers of Ukraine’s economy.
Growth in the Number of Residents in “Diia.City”
Over the year, the number of resident companies in the special legal regime “Diia.City” increased from 1,500 to over 3,000. These companies employ 139,000 specialists. Among the residents are over 450 Ukrainian defense-tech companies engaged in developing technologies for the defense sector. In the first 11 months of last year, residents of “Diia.City” paid ₴31 billion in taxes to the budget, significantly exceeding the figure for 2024, when this amount was over ₴18 billion.
“Diia.City” is a special legal and tax space created to stimulate the development of the IT industry, offering IT companies preferential taxation, flexible forms of cooperation, protection of intellectual property, and transparent conditions for attracting investments.
