The government has decided to extend the experimental project ‘National Cashback’ until the end of martial law, but no later than April 30, 2028. This is stated in the relevant document, which provides for the approval of the proposal from the Ministry of Economy, Environment, and Agriculture regarding the implementation of the program starting May 1, 2026.

Main Goal of the Program and Conditions for Using Funds
The main goal of the project is to stimulate the development of the production of Ukrainian goods and services. To achieve this, it is planned to provide state monetary compensation to buyers who choose goods and services produced in Ukraine within the framework of the All-Ukrainian Economic Platform ‘Made in Ukraine’.
According to the approved Procedure for implementing the project, cashback recipients will be able to spend funds from a special account starting July 1, 2026. These funds can only be used for:
- the purchase of food products produced in Ukraine;
- the acquisition of medicinal products and medical devices;
- the purchase of books from Ukrainian publishers that have ISBN;
- providing charitable assistance related to countering the armed aggression of the Russian Federation against Ukraine, supporting security, defense, recovery, and development of the state;
- transfers to charitable organizations that have the appropriate category of activity and accept payments via payment cards in accordance with the requirements of payment systems.
At the same time, it is prohibited to use these funds for the purchase of excise goods, as well as to withdraw them in cash form.
Sources of Funding and Scope of the Program
Funding for the experimental project will be provided from the state budget.
“To agree with the proposal from the Ministry of Economy, Environment, and Agriculture regarding the implementation during the period from May 1, 2026, during the martial law in Ukraine, but no later than April 30, 2028, of the experimental project ‘National Cashback'”, the document states.
Each month, the ‘National Cashback’ program is used by up to 4.8 million citizens, most of whom choose domestic food products. The total amount of payments under this program has already reached approximately 8 billion hryvnias.
