Increased Budget Funding for Education

Initially, the budget draft allocated 53.8 billion UAH for salary increases for teachers. However, during the revision process for the second reading, the amount increased to 59.8 billion UAH, and after final consultations, the parliament agreed to additional funding of 4.8 billion UAH. In total, 64.6 billion UAH is allocated for teacher salary increases in 2026.

Changes in the Structure of Teachers’ Salaries

The final version of the budget provides not only for one-time bonuses but also for the formation of a systemic model for teachers’ salaries. The additional 4.8 billion UAH could serve as the financial basis for the next stage of salary increases if the salary structure is improved according to the models developed by the Ministry of Education and Science of Ukraine.

“This will be the largest comprehensive increase in teachers’ salaries in recent years and will enhance the prestige of the profession in wartime conditions,” said Ukraine’s Minister of Education and Science, Oksen Lisovyi.

Deputy Head of the President’s Office Olena Koval’ska emphasized that teachers have been working under difficult circumstances for over three years — under shelling, remotely, and in schools affected by Russian aggression. According to her, this support will help educators continue to focus on the quality of education even in the most challenging conditions.
