The subsidy for the non-heating season is automatically assigned to most Ukrainians. However, in the event of changes to property status or family composition, it is necessary to inform the Pension Fund of Ukraine within 30 days.

To receive a subsidy for the non-heating period, you need to contact the Pension Fund of Ukraine with an application and declaration if:
- you rent housing for which you pay housing and utility services;
- there are internally displaced persons in the household;
- the actual number of residents in the housing is less than the number registered;
- your household is applying for a subsidy for the purchase of liquefied gas or solid fuel;
- the previous subsidy for the heating period was assigned in the amount of 0.0 UAH.
The process of applying for subsidies is quite simple. You can submit a simplified application without the need to gather certificates and spend time filling out a declaration. In this case, the Pension Fund will complete the application and declaration independently, based on information from official registers.
The application must include:
- information about family members living in the premises;
- the address of residence for the calculation of the subsidy;
- the type of subsidy (housing and utility services or solid fuel);
- the account details in IBAN format, to which the subsidies should be credited if assigned.
When filling out the application, you can choose a convenient way to contact you: phone, email, messages through the Pension Fund of Ukraine’s electronic services web portal, or mobile application.
Please note that the application and declaration for the assignment of a housing subsidy must be submitted if you choose the option to submit a complete package of documents. This option should be selected if you have special circumstances that should be considered when granting the subsidy. For example, if the actual number of residents is less than the number registered (when a wife with children is abroad) or you purchased expensive property with funds from charitable organizations (an apartment for IDPs).
