Revenue from Large-Scale Privatization in Ukraine Exceeds EU Financial Aid

Since the beginning of the full-scale invasion, Ukraine’s budget has managed to attract 15.8 billion hryvnias through the privatization of state assets. This amount does not include funds from the sale of “Vinnytsiapobutkhim” and other nationalized Russian assets — these revenues are directed to the Fund for the Elimination of the Consequences of Armed Aggression by the Russian Federation.

Comparison of Privatization Revenues and EU Support

The head of the parliamentary budget committee, Roksolana Pidlasa, noted that revenues from privatization are comparable to the amounts of direct budget aid from France and even exceed the financial support that Ukraine received from Italy or the Netherlands in 2022–2025.

“This amount is comparable to direct budget support from France and is greater than what we received, for example, from Italy or the Netherlands in 2022-2025,” said the head of the parliamentary budget committee, Roksolana Pidlasa, commenting on the successful privatization of “Vinnytsiapobutkhim.”

Growth in Revenues and New Objects for Privatization

The revival of large-scale privatization processes has contributed to a more than threefold increase in budget revenues from the sale of state property: while in 2023 the budget received 3.2 billion hryvnias, by 2024 it is expected to receive 9.9 billion hryvnias. Among the most significant assets that have found new owners are the “Ukraine” hotel (3 billion hryvnias) and OGHK (3.9 billion hryvnias). According to Pidlasa, the state budget also benefits indirectly from increased tax revenues, as privatized enterprises begin to operate and develop actively.

Currently, the State Property Fund has put up for sale a 99.6% state stake in “Ukrzakhidvuhlebud.” The starting price of the asset is 56.7 million hryvnias, and the auction is scheduled for August 25. “Ukrzakhidvuhlebud,” located in the city of Sheptytskyi in the Lviv region, is the only company in Ukraine specializing in the construction of mines, mining industrial facilities, and transport infrastructure.
