Since the beginning of 2025, more than 7,000 citizens of Ukraine have taken advantage of the state mortgage program «eOselya». The total amount of issued preferential loans reached 13.3 billion hryvnias. The highest activity is observed in the Kyiv region and the capital, where 41 and 38 loans were issued, respectively. Lviv region ranks third with 11 loans issued.

Demand for Housing and Market Structure
Among Ukrainians who received mortgages, 126 individuals chose properties in the primary market, of which 50 purchased units still under construction. Meanwhile, 67 loans were issued for the purchase of housing in the secondary market, indicating a sustained interest in already completed apartments and houses.
Significant Increase in Market Offerings
Throughout the year, all segments of the housing market available through the «eOselya» program experienced an increase in offerings. The largest growth was recorded in private houses and one-bedroom apartments.
“This is explained by the fact that a one-bedroom apartment is often the starting and most budget-friendly option for purchase. Houses have become popular due to the increased demand for autonomy among Ukrainians,” experts say.
From October 2024 to October 2025, the number of listings for private houses available through the «eOselya» program across Ukraine increased by 231%, reaching 5,307. The supply of one-bedroom apartments grew by 168% to 5,030 listings, two-bedroom apartments by 188% (4,104), and three-bedroom apartments by 166% (2,102).
Overall, over the year, the number of listings for housing available through the state mortgage program increased from 5,800 to 17,000. The largest growth was observed in Kropyvnytskyi (369%), Kharkiv (287%), Vinnytsia (272%), Khmelnytskyi (270%), Sumy (254%), and Odesa (243%).
