The Ministry of Education and Science of Ukraine is developing solutions to increase salaries for academic staff at higher education institutions. Currently, a university associate professor receives approximately 14,500 hryvnias per month after taxes.

“A university associate professor is a person with a scientific degree and academic title, as well as years of service, who receives around 14,500 hryvnias net. Today, there are many opportunities in universities, numerous partnership programs, and funding options.”
This was reported by Mykola Trofymenko, the Deputy Minister of Education and Science for Higher Education. He noted that for lecturers who have the opportunity to teach abroad, are proficient in English, and participate in international projects, there are additional opportunities for significant income increases. However, in the official’s opinion, the base salary for academic staff in Ukraine needs to be reviewed and increased.
Government Plans for Increasing Teachers’ Salaries
According to Trofymenko, the ministry is currently actively collaborating with the Verkhovna Rada and the President’s Office to include salary increases in the state budget. Special attention is being paid to ensuring that the needs of university lecturers are considered alongside the salary increases for school teachers.
Expectations for Changes in the 2026 Budget
The ministry hopes that the draft budget for 2026 will allocate additional funds for salary increases for university lecturers. Work is underway with all relevant structures to ensure a fair approach to compensation in the higher education sector alongside school educators.
