The State Online Monitoring System (SOMS) has officially commenced operations in Ukraine, providing round-the-clock digital surveillance of the gambling market. The implementation of this platform allows the government to conduct effective oversight and real-time analysis of financial transactions in the gambling business.

Test Launch and Operator Connection
At this stage, the SOMS is functioning in test mode. The first licensed operators have begun connecting to the system. The platform is gradually expanding its coverage, incorporating more market participants, with connections being made in stages while checking technical compatibility between the government service and the operators’ software.
Operational Mechanism and Tax Control
The SOMS integrates with the operators’ internal systems, automatically recording each financial transaction—from bets to winnings payouts and refunds. Each transaction receives a unique identifier and is transmitted to the government database in real-time. This prevents any alteration or deletion of already registered information. It is important to emphasize that players’ personal data does not enter the government system—information is transmitted in an anonymized form.

The State Tax Service of Ukraine gains access to the data, enabling prompt taxation of individual winnings, military tax, and determining the gross gaming revenue of gambling organizers.
Implementation Stages and Future Development
The system’s implementation is divided into two main stages. Initially, a financial core was created to record key operations and transmit them to the government platform. The next stage plans to expand the analytical component, allowing for deeper control over the internal processes of gambling market operators.
The project is funded under government decisions, and its full implementation is expected to enhance the transparency of market operations and the effectiveness of state regulation in the gambling sector.
It should be noted that the Ministry of Digital Transformation has also initiated a public discussion on a government resolution project regarding the prohibition of military personnel’s participation in gambling during the period of martial law.
