In November 2025, significant changes occurred in the Ukrainian market for imported passenger cars: electric vehicles topped the registration leaders list for the first time. According to the Institute for Automotive Market Research, 23,700 used passenger cars imported from abroad were registered in the country for the first time during the month. This is a 57.4% increase compared to November of the previous year.

Growth in Demand for Electric Vehicles and the Impact of Tax Changes
Experts explain this trend by the expiration of tax benefits for electric vehicles. Starting January 1, 2026, after the return of the value-added tax (VAT), the cost of such cars will increase by at least 20%. Therefore, Ukrainians have turned their attention to electric vehicles en masse at the end of the year, trying to take advantage of the last opportunity to purchase cars under favorable conditions.
“November 2025 will go down in history as the month when ‘electric cars’ confidently emerged as leaders,” experts say.
Leaders Among Brands and Models
Among brands, Volkswagen received the highest number of registrations — 3,094 cars. Audi took second place with 2,213 cars, while Tesla, which is not officially represented in Ukraine, secured third place with 2,161 registrations. Experts note the uniqueness of the situation where the ‘grey’ import of Tesla electric vehicles managed to surpass the popularity of officially represented manufacturers.
An important change also occurred in the model rankings: the long-time import leader Volkswagen Golf has moved to third place. Now the main winners are the more expensive electric vehicles. The compact crossover Tesla Model Y confidently occupies the first place with 922 registrations. In second place is the Tesla Model 3 with 850 units. The budget electric vehicle Nissan Leaf and the popular Skoda Octavia also remain in the top ten leaders.
