National Bank fines ‘NovaPay’ 8 million UAH for legal violations

The National Bank of Ukraine has imposed fines totaling 8 million UAH on the financial company ‘NovaPay’, which is part of the ‘Nova Poshta’ group. The sanctions were applied due to violations of the legislation governing activities in the payment market, as well as norms regarding consumer rights protection.

Results of the regulator’s inspection

According to the regulator’s information, the Inspection Department of the National Bank of Ukraine conducted a scheduled inspection of LLC ‘NovaPay’ from September to November 2025. As a result of the audit, violations were found in the area of payment operations and compliance with consumer rights in financial services.

“The Inspection Department of the National Bank conducted a scheduled inspection of LLC ‘NovaPay’ in September – November 2025. As a result, violations of the requirements of the legislation governing activities in the payment market and consumer rights protection legislation were identified,” the statement said.

Based on the decision of the supervisory committee of the National Bank dated May 4, 2026, the company must pay fines of 4.88 million UAH and 3.11 million UAH. ‘NovaPay’ is required to pay this amount within 14 calendar days from the date of notification of the decision.

Company’s response and additional measures

In addition to financial sanctions, the National Bank also issued a written warning to ‘NovaPay’ requiring them to rectify the identified violations by June 25, 2026.

The company’s press service reported that they do not intend to appeal the NBU’s decision and have already implemented most of the comments raised by the regulator. Company representatives stated their readiness to pay the fine in the near future.

Earlier, in March 2026, the National Bank also fined one bank and five non-bank financial institutions for violations in the area of financial monitoring.
