Most citizens of Ukraine, specifically 59%, believe that there is indeed a fight against corruption in the country and that positive changes are being observed in this direction. At the same time, 33% of respondents are convinced that the country remains hopelessly corrupt.

Assessment of the Anti-Corruption Situation After the Russian Invasion
A survey conducted by the Kyiv International Institute of Sociology indicates that despite the belief in the implementation of anti-corruption measures, a significant portion of citizens note that the level of corruption has increased since the full-scale invasion of the Russian Federation.
“This opinion is held by 67% of Ukrainians (in September 2025, this figure was slightly higher at 71%).”
Dynamics of Public Opinion on Corruption
According to the survey results, 19% of citizens believe that the level of corruption has not changed (in September, this figure was 20%). Another 7% of respondents are convinced that corruption in Ukraine has even decreased (in September, this was 5%).
Thus, despite some positive shifts in the perception of the anti-corruption fight, society remains concerned about the trends regarding the increase in corruption since the onset of the large-scale aggression by Russia.
