In March 2026, as part of the state program for compensating demining costs, mine action operators cleared 572 hectares of agricultural land. The program allows agricultural producers to receive reimbursement for demining activities, facilitating the return of fertile lands to production.

Results of the Compensation Program

During the reporting period, mine action operators completed work under six agreements for the clearance of agricultural land, with a total compensation amounting to 35.4 million hryvnias. The average cost of demining one hectare in March reached 59,000 hryvnias. In addition, under two contracts signed by the Humanitarian Demining Center, work has begun to clear over 85 hectares of agricultural land, with a total project cost of 5.8 million hryvnias.

“In March, within the framework of the state program for compensating the costs of demining agricultural land: 572 hectares were cleared by mine action operators; 6 agreements for the demining of agricultural land were completed; 35.4 million hryvnias were received by mine action operators for the work performed,” the report states.

The low dynamics in the first quarter is explained by ongoing adjustments to the budget program “Humanitarian Demining,” which temporarily suspended the submission and consideration of applications from farmers and individual entrepreneurs. Currently, the process of submitting and reviewing applications has been resumed.

Conditions for Participation in the Program and Next Steps

Demining work continues under 37 active contracts on agricultural plots totaling approximately 8,000 hectares. A total of 82 contracts have been completed, allowing for the return of over 14,600 hectares of agricultural land to use. The total cost of the completed work amounts to nearly 854.5 million hryvnias.

The state program for compensating demining costs for agricultural land is funded as part of the implementation of the Ukraine Facility Plan. In March, the government simplified the participation conditions: farmers now only need to submit an application for the clearance of a designated area, after which the Humanitarian Demining Center will conduct an inspection. State agricultural enterprises using state-owned land have also been granted the right to compensation for costs.

Additionally, the Cabinet of Ministers approved a draft law aimed at improving the mine action system. The document expands the obligations of central and local authorities to support those affected by explosive remnants of war and details the principles of operation for the National Mine Action Authority during martial law and after its conclusion.

It is estimated that over 100,000 square kilometers of Ukrainian territory remain potentially dangerous due to landmines.
