How the Criminal Scheme Operated
According to police, a 44-year-old Kyiv resident, known as an “influential person,” developed a comprehensive approach to providing illegal assistance. He utilized connections among acquaintances and spread information about his “services” through so-called “word of mouth.” The primary target was men of conscription age who did not wish to serve.
Among the offered methods to avoid service were removal from the wanted list in the state system “Oberih,” employment at critical infrastructure enterprises, obtaining deferments from mobilization, and organizing illegal border crossings. The cost of a full package of such services reached up to 15 thousand dollars per person.
Consequences for the Organizers

“Through ‘word of mouth,’ he found someone willing to evade military service and offered several types of services: removal from the wanted list in the ‘Oberih’ system, employment at a critical infrastructure enterprise, obtaining deferments, and organizing illegal border crossings. The ‘maximum’ package cost up to 15 thousand dollars,” the press service clarified.
The offenders were detained during the transfer of funds. Currently, both are under investigation. For such actions, the men face up to eight years of imprisonment with confiscation of property.
