The Kyiv region has become the leading economic driver of Ukraine in 2025. Analysts note that for most regions, the past year marked a stabilization; however, Kyiv demonstrates dynamic growth due to business activity.

Entrepreneurship Development and Business Support
At the beginning of 2026, there are about 230,000 business entities operating in the region. Over the past year, 25,000 new taxpayers have emerged, indicating no outflow of entrepreneurs into the shadow sector. Businesses continue to register, invest, and create jobs. The main growth drivers have been logistics, manufacturing, agro-processing, light industry, as well as enterprises that relocated from frontline territories.
According to the Kyiv Regional State Administration, in 2025 the region recorded record budget revenues: ₴80.8 billion – to the consolidated budget (+32% compared to 2024) and nearly ₴35 billion – to local budgets (+₴6.8 billion).
An important role in this was played by support for small and medium-sized businesses. In particular, under the state program “5-7-9,” in 2025, 240 enterprises received compensation for part of the interest on investment loans. The total amount of financial support from the regional budget reached ₴20 million. Thanks to these measures, companies were able to update equipment, expand production, preserve jobs, and plan development for several years ahead.
Attracting Investments and Creating Industrial Parks
One of the key factors in economic growth has been the creation of industrial parks. In 2025, four new sites were opened in the region, increasing the total number of such parks to 16.
According to the National Bank of Ukraine, during the first half of 2025, the volume of foreign direct investment in the Kyiv region amounted to $2.77 billion, which is 8% more than at the end of 2024. Additionally, enterprises in the region utilized ₴40 billion in capital investments over the nine months of 2025.
