Since the beginning of 2022 until August 2025, European countries have allocated over €137 billion to assist Ukrainian refugees. These funds were used for social payments, housing, medical care, and integration programs for Ukrainian citizens who were forced to leave their homes due to Russian aggression.

Germany, Poland, and the Czech Republic – Leaders in Support
The largest donor was Germany, which accepted over 1.2 million Ukrainians. The federal government spent €36.5 billion to support displaced persons. A significant portion of these funds was directed towards payments for refugees, providing them with housing, medical services, and integration courses.
Poland, which became the second-largest refuge for Ukrainians in Europe, provided assistance to around 1 million people, allocating €29.3 billion for this purpose. The Czech Republic supported 397,000 refugees, spending over €8 billion.
Assistance in Other European Countries
Significant expenditures for the needs of Ukrainian displaced persons were also made by Spain (€8.63 billion for nearly 248,000 people), France (€4.46 billion for 74,000 refugees), and the United Kingdom (€3.83 billion under the Homes for Ukraine program). Romania provided assistance totaling €4.17 billion, Italy €3.64 billion, Switzerland €3.56 billion, and Belgium €3.39 billion.
“In September, EU countries adopted 79,205 new decisions to grant temporary protection to those who left Ukraine due to the war. This is a 49% increase compared to August and is the highest monthly figure since August 2023.”
The increase in the number of decisions made regarding temporary protection indicates continued active support for Ukrainians in European countries and the relevance of humanitarian aid.
