The Ministry of Development has provided clarification for internally displaced persons (IDPs) regarding the procedure for purchasing housing with vouchers. After the reservation of funds is confirmed, the applicant is given 60 days to conclude a purchase agreement. If the housing is not purchased within this time, the reservation is canceled, but the voucher remains valid for another five years. In this case, the application for funding can be resubmitted.

Voucher Usage Opportunities: What and Where Can Be Purchased
A voucher worth 2 million hryvnias allows IDPs to buy real estate both on the primary and secondary markets, as well as invest in construction. The program covers not only apartments but also houses along with land plots, as well as shares in ownership rights. The main condition is that the property must be located in territories controlled by Ukraine.
At the same time, purchasing housing from close relatives, including parents, children, spouses, brothers, sisters, grandparents, and grandchildren, is strictly prohibited.
State funds are not transferred to applicants personally — the entire purchase procedure is carried out exclusively in cashless form:
- The buyer selects the housing and, together with the seller, contacts a notary.
- The notary verifies the property, prepares the purchase agreement with the mandatory indication of the voucher details, and enters the data into the Register of Damaged and Destroyed Property (RDSP).
- “Ukrposhta” as the program executor transfers the funds directly to the seller’s account opened in a state bank through Oschadbank. This is a mandatory requirement of the program.
Combining Vouchers and the Possibility of Additional Payment
If several members of one family have received vouchers, they can combine them for a joint purchase of housing. To do this, it is necessary to submit applications for reservation simultaneously and use the services of one notary.
If the chosen property costs more than the amount of the voucher or combined vouchers, the buyer has the right to pay the difference independently. If the price of the housing is lower, the unused funds are returned to the state budget and can be used by other applicants.
According to the ministry, as of early May 2026, 3,296 persons among IDPs who have combatant status or are persons with disabilities due to the war have received confirmation of funding for housing purchase.
As of May 1, the reservation of funding with vouchers for IDPs from temporarily occupied territories has started in Ukraine.
