According to the results of the first ten months of 2025, four main sectors of the economy accounted for more than 50% of all revenues to Ukraine’s consolidated budget. This was reported by the acting head of the State Tax Service of Ukraine, Lesya Karnaukh.

Key Industries Leading in Tax Payments
The largest share in budget formation was traditionally provided by the manufacturing industry, which contributed 17.7% of the total tax payments. In second place were the wholesale and retail trade sectors, as well as the repair of motor vehicles and motorcycles, with a figure of 16.7%.
Third place was taken by public administration, defense, and mandatory social insurance — 12.2%. The financial and insurance sectors added another 8.7% of the total budget revenues. These industries remain fundamental for the stability of the Ukrainian economy.
Sectors with the Highest Growth Dynamics
Compared to the same period in 2024, the most significant growth in tax revenues was recorded in the manufacturing sector — an increase of 27% or 63.7 billion UAH more. The wholesale and retail trade sector increased tax payments by 25.9%, equivalent to 58 billion UAH.
Public administration and defense, as well as mandatory social insurance, ensured growth of 28.1% (+45.3 billion UAH). At the same time, the electricity, gas, steam, and air conditioning supply sector demonstrated an increase of 27.9%, or 21.7 billion UAH.
“Ukrainian businesses continue to operate, invest, and support the economy. However, the war and daily attacks from the enemy intensify economic pressure. Destroyed infrastructure, loss of capacity, and issues with electricity and logistics make tax payments increasingly difficult even for conscientious businesses. Consequently, this negatively affects tax revenues in the planned volumes for the budget,” added Lesya Karnaukh.
She emphasized the importance of entrepreneurs continuing to diligently pay taxes despite the challenging circumstances, which is critically important for economic resilience and the functioning of the state during the war.
