Former Village Council Head in Kyiv Region Suspected of Illegal Land Transactions Worth 1.9 Million UAH

Law enforcement agencies in the Kyiv region, together with SBU officers, have reported suspicion against the former head of the village council in one of the villages of the Boryspil district. He is accused of involvement in land fraud, resulting in damages to the community exceeding 1.9 million hryvnias.

Mechanism of the Land Scheme

The investigation established that in the fall of 2020, a 50-year-old man, while serving as the head of the village council, forged an official protocol of a named vote during sessions. Additionally, he repeatedly signed and issued knowingly false documents. As a result of these actions, land plots totaling over 31 hectares were transferred into private ownership.

“The individual, while holding the position of head of the village council in one of the settlements in the Boryspil region, forged documents for the transfer of land to citizens. The perpetrator faces up to six years of imprisonment,” the statement reads.

Legal Qualification and Further Actions of the Investigation

The pre-trial investigation was conducted under the procedural guidance of the Boryspil District Prosecutor’s Office and with the operational support of the Boryspil District Department of the SBU in Kyiv and the Kyiv region. The former official is charged with abuse of office and official forgery, for which he faces a penalty of up to six years in prison.

Currently, investigators are taking all necessary measures to establish the full circle of individuals involved in the illegal transfer of land plots in the Kyiv region.
