Throughout 2025, Ukraine imported 1.09 million tons of flat metal products, which is 10.7% more than in 2024. This growth occurred against the backdrop of increased demand from the industry and the activation of construction projects.

Import Structure and Main Suppliers
About half of the import volume – 532.8 thousand tons – consisted of coated flat products (HS Code 7210). Compared to the previous year, this figure increased by 13.7%. The main supplying countries for this type of product were Turkey (256.67 thousand tons), Poland (59.98 thousand tons), and Slovakia (50.86 thousand tons).
Hot-rolled flat products (HS Code 7208) accounted for 31.6% of the total supply volume – 344.28 thousand tons, which is 0.9% more year-on-year. The largest volume of this type of product was sourced from Turkey (256.67 thousand tons), as well as from China (57.84 thousand tons) and Italy (6.55 thousand tons).
Cold-rolled flat products (HS Code 7209) were imported in the amount of 105.43 thousand tons, demonstrating significant growth – 32.9% compared to 2024. Turkey supplied 70.78 thousand tons of this volume, China provided 28.62 thousand tons, and Slovakia contributed 5.01 thousand tons.
Import Dynamics in Q4 and December
In the fourth quarter of 2025, the total volume of flat product imports reached 256.45 thousand tons. This is 3.5% more than in the same period of the previous year, but 7.8% less compared to the third quarter. This result marked the lowest quarterly figure of the past year.
In December, Ukrainian consumers purchased 73.32 thousand tons of flat products, which is 16.5% less year-on-year and 15.8% less than in November. Deliveries of coated products amounted to 31.52 thousand tons (a decrease of 25.4% year-on-year and 29.6% compared to the previous month). The volume of hot-rolled products was 27.06 thousand tons (a decrease of 19.8% year-on-year, but an increase of 46.8% compared to the previous month), while cold-rolled products totaled 5.05 thousand tons (an increase of 10.5% year-on-year, but a decline of 68.6% compared to November).

Financial expenditures on flat product imports at the end of the year increased by 4.9% and amounted to 1.13 billion dollars. At the same time, in December, expenditures decreased by 13.1% year-on-year and by 11.1% compared to November, reaching 76.04 million dollars.
