In Ukraine, there is a mandatory requirement for the employment of people with disabilities for all enterprises with 8 or more employees. Despite this, many employers still violate this regulation, leading to significant fines being imposed.

Financial Burden on Companies Increases
In 2025, the total amount of fines imposed for non-compliance with the employment quota for persons with disabilities reached 2.76 billion hryvnias. Although the number of violating enterprises is gradually decreasing, the average fine per company has increased. Last year, the average penalty amounted to 317 thousand hryvnias, which is 20% higher than in the previous period.
Dynamics of Violations Among Employers
In 2025, 88,705 Ukrainian companies were subject to the mandatory regulation, which is 2% less compared to the previous year. Of this number, 76,029 employers complied with the law’s requirements, while the rest faced financial penalties. As a result, fines were imposed on about 10% of all enterprises required to employ persons with disabilities. In comparison, in 2021, this figure was only 2.5% (1,823 companies).
Analyzing the dynamics over the past five years, it is evident that the level of compliance with legislation has changed each year. In particular, in 2022 – the first year of the full-scale war – the number of fined enterprises sharply increased to over 17,000, and the total amount of fines exceeded 3.2 billion hryvnias. In the following years, the situation gradually stabilized: in 2023, the share of violators was 17.5% (13,414 companies), in 2024 – 10,545 enterprises, and last year this figure reached 8,697 companies. Despite the positive trend towards a decrease in the number of violations, the amounts of fines remain significant, indicating challenges in implementing an inclusive approach to employment.

It is worth noting that at the end of February, the government approved a new procedure for calculating wages for people with disabilities, which is expected to enhance the effectiveness of mechanisms supporting their employment.
