The European Investment Bank (EIB) has allocated over €18.4 million for energy-efficient modernization of social infrastructure facilities in three regions of Ukraine under the “Ukrainian Municipal Infrastructure Development Program” (UMIP). The funds will be used to upgrade 28 institutions, including schools, kindergartens, and hospitals.

Volyn, Ternopil, and Zaporizhzhia to receive upgraded infrastructure
In Volyn region, €4.2 million will be spent on the modernization of three key healthcare facilities. In Ternopil, €11.3 million is planned for energy-efficient measures in 20 schools and kindergartens. In addition to reconstruction, modern energy consumption monitoring systems will be installed in all educational institutions in the city. For Zaporizhzhia, €2.9 million is allocated for the reconstruction of five educational institutions, which will reduce energy losses and enhance safety and comfort for students and teachers.
EU Guarantee and Strategic Support for Ukraine
The allocated funding is backed by a guarantee from the European Union under the Ukraine Facility instrument, with a total volume of €50 billion, demonstrating the EU’s systematic support for the restoration of Ukrainian infrastructure.
UMIP is a large-scale investment project with a budget of €400 million. The initiative provides funding for medium and large communities, focusing on the modernization of heating and water supply networks, increasing the energy efficiency of public buildings, and implementing modern waste management systems.
The goal of UMIP is to enhance the energy efficiency of public buildings, modernize engineering systems, and implement modern waste management technologies in cities and communities. Such investments contribute to the sustainable development of Ukrainian cities and improve the quality of life for citizens.
